 “DCNS Ready to Have Its Base in India”: Mr. Xavier Marshal
While speaking to our team DCNS India office Project Director Mr. Xavier Marshal shared that DCNS will be starting its own 100 percent subsidiary in India by summer. He said that we are committed to the Scorpion deal and one of the main objectives of the subsidiary would be to assist in delivery of Scorpion Submarines to the Indian Navy.
Mr. Xavier Marshal was of the opinion that the DCNS team will help the team at Mazgaon Dockyard understand the product and provide technical assistance. Supporting the offset policy Mr. Marshal was of the opinion that though the Scorpion deal was signed before the Offset Policy was introduced but still DCNS welcomed and supported the Offset and assist in creating indigenous technology.
 
Discussing the response to DefExpo and Roadmap of the company from here he mentioned that DCNS looks forward to work with Indian Companies and as response to their interactions they look forward to Joint Ventures and Tie –Ups with both Public and Private Companies.
While discussing the focus area of the Company he was of the opinion that at present company aims to support Indian Navy and serve the Mazgaon Dockyard Ltd with the first line Submarines. In the long run company looks at sharing, bring in it’s know how for technology transfer and build its links in the Indian Industry.

The Scorpion Submarines were to be build at state owned Mazgaon Dockyard with assistance from the French companies DCNS and Thales, but deal was scrapped in light of controversies related to the deal during the UPA government.
 
While speaking to our team he said that the main priority of his company is the Scorpion deal and his appointment as DCNS India office Project Director is first step reflecting company’s commitment.
While sharing his thoughts on the products of his company he said DCNS is one of the oldest naval defence system company, it has built and maintained various ships for the French Army. The company has a long range of Products for the French Navy.
 
As soon as our team asked him about the response at def Expo he said this is a very good platform we have received interest not only from India but also from Countries like Malaysia, Vietnam, Chile etc for Scorpion Submarines as well as for our other products.
In the end before we ended our rendezvous he informed us that the Indian Subsidiary will have its office at Mumbai with initial staff strength of about 100 employees as the submarines will be built at Mazgaon Dockyard Ltd.
