Background
Priorities of the Police have changed to maintenance of law
and order, check of Militant and Ogranised Criminal Gangs,
maintenance of VIP Security and Handle Dharna and Raillies
by Trade Union and Political Party. Rate of Crime have increased
and activities of Criminal has widened due to use of better
communication system and transport. There is neither staff
nor time for maintenance of Crime Records manually. Harnessing
and exchange of Information on Criminal operating in neighboring
Police Stations, Districts and State has become next to impossible.
The need was felt to do away this manual maintenance of records
and manual sharing of information on the Crime & Criminal
of Inter-District and Inter-State nature. The computerization
and computer network of Crime Criminal records and the Police
Computer Network was considered only viable alternative.
Creation of NCRB
The National Police Commission in 1979 recommended creation
of a Nodal Agency which would suggest a common formats for
maintenance of Crime-Criminal records at all the Police Stations
in the country. The same common format should also be utilized
to created shareable databases at Police Stations, Districts,
States and National Level .
On this recommendation NCRB was created in 1986 with amalgamation
of Directorate of Coordination Police Computers, Central Finger
Print Bureau, Data Section of Coordination Division of Central
Bureau of Investigation and Statistical Section of the Bureau
of Police Research and Development.
Quality Policy
- NCRB shall endeavor to empower Indian Police with Information
Technology and Criminal Intelligence to enable them to effectively
and efficiently enforce the law & improve public service
delivery.
- This shall be achieved through coordination with Police
forces at National and International level, upgradation
of crime analysis technology, developing IT capability,
IT enabled solutions, compliance and continual improvement
of QMS.
Objectives
- To prepare an enabling IT environment - policy framework,
guidelines, architecture, best practices for Police Forces
throughout the country.
- To promote knowledge based pro-active policing with the
use of Information Technology for improving internal efficiency,
effectiveness and public service delivery.
- To lead and coordinate development of IT products and
build a National Resource Centre of IT solutions for police
organizations.
- To create and maintain secure sharable National Databases
on crimes, criminals, property and organized criminal gangs
for law enforcement agencies and promote their use for public
service delivery.
- To obtain, process and disseminate finger print records
of criminals including foreign criminals to establish their
identity; promote automation of State Finger Print Buerax
and encourage research for development of Finger Print Science.
- To provide training in IT and Finger Print Science for
capacity building in Police Forces.
- To coordinate development of Modern State Crime Records
Buearax.
- To interact with Foreign Police forces to share IT practices
and crime information.
Activities
NCRB perceives itself as a catalyst to bring about IT implementation
in State Police and Central Police Organisations (CPOs) through
out the country. To achieve its stated mission it has implemented
certain IT projects like Crime Criminal Information System
(CCIS), Portrait Building System at National Level and developed
various police application software for office automation
in the police organisations.
As Chairman of the Core Group on IT implementation in CPOs,
Director NCRB plays a pivotal role in guiding and implementing
various IT projects in these organisations.
