India and Pakistan have fought four wars against each other since Independence. How is it that Pakistan, a country one fourth size of India, has always managed to be the first to start the war? Is J&K the core issue as pakistan proclaims the world over? Pakistan failed to overrun the State of Jammu & Kashmir in 1947-48; did not succeed in 1965; lost more territory than it could capture along the international border in 1971; and finally in 1999, Pakistan was humiliated at the Kargil heights despite the initial advantage of having achieved total surprise.
